IT’S IMPOSSIBLE TO SAVE BAC LIEU WIND POWER
On May 19 th 2014, after many years thinking, author Lai Ba At recognized Albert Betz’s erroneous application of Newton's second law(this law belongs to particle mechanics) when he argued that turbine blades apply a force to the wind so that the wind is accelerated (wind is a set of particles which easily move turbulently, so wind elements cannot have the same acceleration and velocity after the force of blades). Therefore, it is concluded that it is impossible to obtain Betz's coefficientand the formula to calculate wind turbine powerof Betz's lawwhich is being applied worldwide is completely wrong. This makes the calculated power which is used to announce the power of a wind turbine over 10 times higher than the actual power, resulting in very low effectiveness of investment into wind power.
In November 2014,the POWER FUNCTION for BLADED WIND TURBINE was introduced, pointing out the correct power calculation for bladed wind turbine.
Based on these two findings, the author has found that the actual power of a wind turbine can reach less than 10% the announced power, so investment in wind power at this time will definitely fail. One typical example is the failure of the wind farm Tuy Phong – Binh Thuan of REVN.Therefore, letters and scientific materials have been sent to Vietnameserelevant authorities hoping to draw attention to the recommendation of ceasingthe construction of wind farm Bac Lieu to avoid the loss of about USD200 million to the Vietnamese because the power output actually obtained cannot be enough to pay for loan interest, operation and maintenance, not to mention investment recovery. In reality, each wind turbine with the power of 1.6MW has the actual power of only about over 100KW (which can be easily tested if desired). However, there has been only an abnormal and extremely unscientific response from the Vietnam Academy of
Science and Technology.
II ABNORMAL RESPONSE OF THE VIETNAM ACADEMY OF SCIENCE AND
TECHNOLOGY

The comment of the Vietnam Academy of Science and Technology shows that the purpose of the Board is to reject the scientifically sound viewpoints of Lai Ba At. This leads the scholars of the Academy to use unscientific and misleading reasoning of Newton’s second law
, which can be easily recognized by even a high-school student. The evidence is shown through the paragraphs written to counteract Lai Ba At’s scientific viewpoints which point out the impossibility of applying
Newton’s second law into the investigation of the interaction between blades and wind. The paragraphs are discussed below:

Mr. Thong replied: Betz’s application of Newton’s second law is correct because this law applies to classical mechanics with objects moving at very low velocity compared to the velocity of light, including fluid.

It is correct to use Newton’s second law for a body of air moving at low velocity (below 25km/h or 6.9m/s), within the cope of Newtonian mechanics (classical mechanics).

In theoretical mechanics, I have never heard that Newton’s second law does not apply to gas.

It is inappropriate to say that because wind is a fluid, it does not comply with Newton’s second law. This law applies to all forms of matter within the classical mechanical framework. This law is even stated in the form of momentum conservation: Momentum variation of a matter system at a time equals the total force acting on it at that time.

It is inappropriate for the author to state that Betz’s law is erroneous because of its incorrect application of Newton’s second law. Solid, liquid and gas are all considered matters; therefore,
Newton’s second law is applicable in this situation.

Comment:The abnormality in the response from the Vietnam Academy of Science and
Technology is the unscientific nature of the statements.According to the knowledge acquired at high school, Newton’s second law is for particle mechanics, which is applicable to force interactions for particles or those that can be considered particles.Reading the conclusion of the Board – Newton’s second law always applies to gas, raised a question that how advanced the scholars of the Board are in their mechanical knowledge. Previously the author had presented in front of the Board that if we consider gas as particles to apply Newton’s second law, then we can throw a punch at a wall far from us without the need of getting near to it (if Newton’s second law always applies to gas as stated by these scholars, then there is no need for boxers to get into the ring as they can fight each other from anywhere because their punch force acts on the air and the air acts on the opponent – people and things will fight each other?)

Betz coefficient is unattainable, and the current formula to calculate wind turbine power is definitely wrong. It causes huge losses to the wind power generation sector without being realized.
It is necessary to find out the reasons why the discovery of the error of the formula to calculate wind turbine power of Lai Ba At has not been publicized?
III HOPE FOR SAVING CA MAU WIND POWER
By July 18 th 2016:By studying again Betz’s law, another surprise was discoveredthat is Betz’s law is problematic right from its original hypothesis and its application of Betz’s law was wrong as it applied the law of conservation of mass Thereis no physical basis to state that if wind speed at the turbine is v, behind the turbine v 2 ,farin front of the turbine v 1 , ignoring the direction of wind speed, then v, v 2 , v 1 have the same direction. This is so unreasonable because anyone, either with or without a test, can say that wind behind a pinwheel moves turbulently.Thinking that v, v 2 , v 1 have the same direction leads to the thought that blades’ action on wind which creates changes in wind speed is similar to force action in particle mechanics, thus leading to the unreasonable application of Newton’s second law.
Based on these findings, letters have been sent to Vietnamese authorities and embassies of different countries, hoping to save the wind power generation sector, including the project of Ca

IV WHY DOES ABSURDITY STILL EXIST?
Why does Betz’s law still exist and why is the calculation of wind turbine power adopting this unreasonable formula still applied into manufacturing and making of wind power policy despite a lot of doubts about Betz’s law and the apparent ineffectiveness of current wind turbines?????
AND THE ANSWER IS:SO FAR, THERE HAVE BEEN TOO MANY STUDIES CONDUCTED BY SCIENTIESTS ALL OVER THE WORLD, INCLUDING THOSE FROM VIETNAM, TO PROVE THE FORMULA TO CALCULATE WIND TURBINE POWER THAT ARE SIMILAR TO THAT OF ALBERT BETZ. THIS IS BECAUSE ALL OF THEM SHARE THE SAME MISCONCEPTION THAT WIND SPEED AT THE TURBINE AND BEHIND THE TURBINE HAS THE SAME DIRECTION WITH THAT IN FRONT OF THE TURBINE. THIS BELIEF GOES AGAINST THE NATURAL PHYSICAL PHENOMENON THAT WIND BEHIND THE TURBINE MOVES TURBULENTLY.
From this misconception, scientists created the formula to calculate wind turbine power which is erroneous and violates many principles of physics. The discovery of this error of scientists has required the author to refer to numerous materials and research in 6 years to come to the most appropriate conclusion.
